A law on cryptocurrencies could be passed in Ukraine as early as August

In August, the Verkhovna Rada may consider a legislative initiative aimed at fully regulating the digital asset market in Ukraine. According to sources close to parliament, the relevant bill is already being prepared for inclusion on the agenda. The publication Incrypted reports on this.

The proposed document calls for the establishment of clear rules governing the operation of the cryptocurrency market. It establishes legal standards for the circulation of digital assets, regulates the activities of key players such as cryptocurrency exchanges and asset custody services, and designates the government agencies that will oversee them.

The main goal is to bring the Ukrainian cryptocurrency market into line with European legislation and adapt it to international financial standards. According to lawmakers, the bill will pave the way for cryptocurrency companies—including exchanges, wallets, and other financial services—to operate officially in Ukraine. As a result, the crypto industry will be able to collaborate freely with the country’s banking system and legally attract investment.

The project places particular emphasis on issues of financial transparency —specifically, user identification procedures (KYC), anti-money laundering (AML), and the implementation of taxation for the crypto sector.

The document also provides for the establishment of specific conditions for different types of activities in the digital asset sector—in particular, for exchange platforms, custodial services, and stablecoin issuers. Plans include launching a registry of virtual asset service providers.

The likely passage of the law in the coming weeks could provide a significant boost to the development of financial technology and the digital economy in Ukraine, creating a transparent and clear environment for innovative businesses.
